The Nebraska Department of Health and Human Services has issued a Notice of Return to Compliance with Lead & Copper to Woodcliff Lakes due to the results of two rounds of sampling for copper.  The test results showed all twenty samples in each round of testing were below the required 1300 ug/l level for copper.  Therefore the OCCT (Optimal Corrosion Control Treatment) plan has been canceled and no treatment of the drinking water for copper will be done.  Thank you to those who let us sample your water for copper to test out of this expensive and unnecessary treatment.

TO ALL WOODCLIFF RESIDENTS:  

In an effort to maintain a consistent lake level, a marker was made and installed at the spillway by the river last month.  Adjustments to the spill gates will be made by maintenance to control the lake level.  The marker is a color-coded pipe that indicates water level conditions.  The three colors and their indications are as follows:              1) GREEN - low level             2) SILVER - optimal operating level             3) RED - high level.                                 Note:  The entire marker will be lowered once the lake level goes down to indicate what has been decided to be our desired level.  This will be 2" LOWER than the Memorial Day weekend level.

In the past week we have had very large amounts of rainfall as well as unusually high river elevations that prevented Lake Ski-Di from draining into the river.  The Woodcliff Lakes HOA used several sources of information such as the national Weather Service (river elevations and weather forecasts), discussions with George Wolsleben regarding past precedence and the marker itself to determine when to place restrictions on the lakes.

We intend to remove the lake restrictions as soon as the lake level drops to the levels referenced above.  There are many variables in play making it very difficult to predict future water levels but hopefully sometime this week we can make adjustments to the current restrictions.  Watch the front sign for any changes to the restrictions.  Chris will also send an email blast to the community.

NOTICE IS HEREBY GIVEN that a meeting of the Board of Trustees of Sanitary and Improvement District #8 of Saunders Co., NE, will be held at 7:00pm on the 25th day of August, 2010, at the office of Woodcliff Lakes Inc which meeting will be open to the public.  An agenda is kept continuously current and available for inspection at Gross & Welch, PC, LLO, 2120 S. 72nd St., Omaha, NE  and includes payment of bills of the District.

Thank you to everyone who cast their ballots on the three issues below.  Over 80% of the lot and tract owners voted!!!   Ballots were counted twice by two different groups of volunteers at yesterday's annual meeting and the results are:

At the June 7th meeting, the Board of Directors asked Jim Mitchell to resign from the Board due to a letter opposing the paving issue which the Board felt was inappropriate.  Jim chose not to resign and the Board later voted 5-0 in favor of removing him from the Board, as is outlined in the Woodcliff Bylaws.  Attorney Curt Bromm recommended appointing someone to complete the year left on Jim Mitchell's term as has been done in the past. Several names were acquired and those candidates were contacted; two people accepted the nomination to be appointed and the Board voted 4-1 to appoint Mary McCarthy to complete the term now open.

The Nebraska State Legislature passed LB736 in March 2010 which gives homeowner's associations the right to levy fines for rules infractions, etc.  Therefore, the Woodcliff Lakes Board has approved reinstating the fine schedule used in 2006 for violations of the Woodcliff rules on May 1, 2010.  Click here for a copy of the new VIOLATIONS CONSEQUENCES AND FINE SCHEDULE for this year.
    Upon receiving a citation from Security, a violator has 10 days to contact the Woodcliff office if he wishes to protest the citation, otherwise a bill will be sent to the lot owner for the amount of the fine accompanying the violation.  If uncollected, the Association may file a lien on the property with Saunders County.

        SID #8 has approved spending $19,000 to improve the crown of the Woodcliff roads to enhance drainage.  This is in addition to the $9,000 for 1 1/2" white rock to build up the road crown in certain areas.  Grading and rolling(packing) of the roads is currently being done.  After that, the Woodcliff Board and the SID Board will work together to evaluate any additional work or aggregate which might be needed.

    New rules for 2010 have been approved by the Board and will be published in the Spring Newsletter at the end of this month.  You may access a copy HERE.  
Only minor changes were made.  Road and ATV regulations now include UTV's (all terrain utility vehicles such as Rangers, Rhinos, Gators, Rzr's, and Mules).  A rule was added prohibiting parking any type of vehicle at any time next to the gate on Twin Lakes Road.  The last page is an attachment for easy reference to the requirements and restrictions for each type of vehicle.  Please see that everyone in your home and all guests are aware of ALL rules at Woodcliff.

        The Nebraska Department of Health & Human Services has issued an Administrative Order concerning the copper test results at Woodcliff.  This order requires an Optimal Corrosion Control Treatment study by a professsional engineer before March 1, 2010.  This study will provide a recommendation to reduce the copper level.  The Board is reviewing proposals from four companies and will award the work this week.  The leaching of copper into the drinking water may be from individual residents' copper plumbing since the water mains are mostly PVC pipe but Woodcliff Lakes Inc. is responsible for the end result to water consumers.  Below is the NOTICE TO WATER USERS:
In accordance with an Administrative Order issued by the NE Dept. of Health & Human Services Office of Drinking Water & Environmental Health to the Woodcliff public water system, the consumers of the system are hereby notified of the following:
The water distribution system exceeds the established drinking water Action Level of 1.3 mg/l (parts per million) for Copper.
NOTICE:
The NE Dept. of Health & Human Services Office sets drinking water standards and has determined that copper is a health concern at certain levels of exposure.  Copper, a reddish brown metal, is often used to plumb residential and commerical structures that are connected to water distribution systems.  Copper contaminating drinking water as corrosion by-product occurs as the result of the corrosion of copper pipes that remain in contact with water for a prolonged period of time.  Copper is an essential nutrient, but at high doses it has been shown to cause stomach and intestinal distress, liver and kidney damage, and anemia.  Persons with Wilson's disease may be at a higher risk of health effects due to copper than the general public.  The NE Dept. of Health & Human Services drinking water regulation requires all water systems to install optimal corrosion control to minimize copper contamination resulting from the corrosion of plumbing materials.  Any water system that exceeds the Copper Action Level must also monitor their source water to determine whether treatment to remove copper in source water is needed. 
THE WOODCLIFF WATER SYSTEM has taken the following actions in order to return the System to compliance with the copper Action Level standard:
An optimal corrosion control treatment (OCCT) study will be done.  The appropriate action will be taken depending on the finding of the study to bring the water system below the action level of copper.  The action level for copper is 1.3ppm.  The last lead and copper samples taken produced a copper level of 1.41 ppm.  If you want additional information, please contact the Woodcliff water operator:

  • A new Flood Plain Map for Saunders, which includes the southern half of Woodcliff, is being proposed.  A copy of the map is available at the Woodcliff office.  Individual homeowners wishing to file a protest, with a surveyed elevation, may do so before July 15th.  This map will take effect January 1, 2010.

     Zebra Mussels are tiny, one inch clams that attach themselves to flat, underwater surfaces.  They have no natural enemies and are prolific breeders which can invade lakes and water systems rapidly.  They crowd out all other native water species and spread to other lakes by hitchhiking on boats, fishing gear, and in bait buckets, live wells, and bilge water.  Preventing them from traveling to Woodcliff is the only way to avoid their invasion.    Prevention includes:   Keeping the boat ramp gate locked to prevent outsiders from entering our lake.  Decontaminate your watercraft between use at different lakes by draining the bilge, motor, wells and washing these areas with bleach.   Also wash the boat and trailer with hot water or let it dry in the sun for 5 days. Dispose of excess bait in the trash, not in the lake.  Remove weeds from trailers, motors, etc.  Zebra mussels have been found in the Base Lake at Offut and in a few fishing reervoirs in Kansas and South Dakota.  A Zebra Mussel sighting map can be found at:
